Who we are
Tbilisi Shelter City is a project founded by Center for Participation and Development in partnership with "Truth Hounds" aimed to provide temporary relocation (planned and emergency) and rehabilitation for human rights defenders at risk. The main beneficiaries of Tbilisi Shelter City are human rights defenders, civil activists and journalists from Central Asia, Belarus, Ukraine, Russia, and the South Caucasus. In 2021, the project team has launched
implementation of the program for beneficiaries from Mediterranean, CEE and the Balkans. The project was founded in 2016, during the time of the project implementation we have provided our professional services to more than 150 HRDs and their family members.

Shelter Retreat
Tbilisi Shelter City has developed program of the security retreats for NGOs and Networks. Security retreat is a workshop for the whole teams of organizations and networks during which HRDs can work with security trainers, art-therapists, psychologists and other counsels they need in order to enhance own security during short periods of time (from 3 to 10 days). Retreat also prescribes time for rest and respite.
